/src/time/ntp-servers-list.c from the gnome-system-tools package also needs to be patched. Currently the time-admin config tool hard codes the ntp servers (seems like a list of stratum 0 servers). Minimally the ubuntu.pool.ntp.og servers should be added, but Ideally no servers should be hard-coded.
