Public bug reported:

This bug is to report multiple issues with using full screen mode.

1) open a firefox window
2) press f11 to enter fullscreen mode
3) open another firefox window (ctrl-n)

Here is the list of bugs associated with this new window:
1.  the window is opened in fullscreen instead of inheriting the size of the 
last window when not in fullscreen mode.
2.  the window includes the "file", "edit", etc.   bar instead of having the 
reduced bar that hides itself at the top.
3.  when the window is now reduced from fullscreen (with f11), it is located in 
the top left corner (hidden behind the panel in my case).
4.  change desktops and give focus to another window.  Now return to the 
original window at the original desktop.  see that the top of the window is 
hidden behind panel.
