Clock freezes here on my 10.10 as well. Anyone can confirm that this has to do with the 'expand' option in the panel properties dialog?
This only seems to happen on my system when I uncheck the 'expand' option. Also in the evidence image from the initial bug reporter you can see a panel that is not expanded!
