I just called Toshiba. They are aware of the issue. I told them it is
happening on various Toshiba machines with various flavors of Linux
(mainly Ubuntu). They said I need a CMOS battery reset (obviously) and
then not to install Linux again. Great solution, huh ?! Since I am out
of warranty a Toshiba Service Center "or your nearest Best Buy" can rest
the CMOS "for a charge". I argued that it is a Toshiba issue and should
be fixed free of charge - but no luck with that so far... (Maybe if
enough people complain.)
