Problem found - it turns out that /etc/initramfs-tools/conf.d/resume contained 
UUID of the wrong swap partition.
There was a disk in this machine that had a linux swap partition, and the 
installer had decided to make
that the hibernate partition at install time even though I configured a new 
swap partition on this Ubuntu installation.
(I disabled that swap partition manually from fstab).

So obviously Ubuntu should use the current swap partition for the resume image. 
I'm reassigning this
to initramfs-tools as my best guess.
