It turns out the issue here (when not turning on debugging) is that the
boot arguments used are:

 console=ttyS2,115200n8 root=/dev/mmcblk0p2 rw rootwait

So there is no graphical console configured at all.  In this event,
plymouth changes vt to vt7 at boot, and never switches back to vt1 at
the end of the boot.  Definitely a plymouth bug.
