I've just tested it this way :
-Started OpenOffice.org base (oobase)
-Created a new Database
-Select the "Forms" item in the left menu bar
-Clicked on "Use Wizard to Create Form ..."

I think on your system nothing happens at this point.
For me, the wizard just worked and started asking me some questions about the 
Database and Fields I want.
