Binary package hint: language-selector
The explanation text is "Display numbers, dates and currency amounts in the
usual format for:"
But selecting a different item in the list changes not only the format, but
also the language. Which is something completely different.
As a result I'm forced to use nonsense format settings and foreign
currency unless I want broken Norwegian translations showing up
everywhere (even though I selected english language).
