Ok having upgraded and downgraded a few times to confirm that this is indeed udev on this machine, I then fully upgraded the machine and now the issue is gone. Boot times are normal with the updated udev. I am at a loss to explain the behaviour but as the issue is no longer reproducible I am going to close this Invalid.
