The packages at TUG archives are very *experimental*, in the sense that they are not even supported by Debian. Debian has its own experimental packages (for example, at http://packages.debian.org/experimental/source /texlive-base), which are supposed to be used by developers only.
Also the libxaw8 package in Debian was a mistake for a short time, I am pretty sure the experimental texlive packages at either TUG or Debian only depends on libxaw7 now.
