One reason for this behaviour may be that hal is not installed or the hal daemon is not running, since kaffeine (at least as of 1.0-2) uses HAL to find DVB devices.
To find out if that is your problem, look for messages like QStringList Solid::Backends::Hal::HalManager::findDeviceByDeviceInterface(const Solid::DeviceInterface::Type&) error: "org.freedesktop.DBus.Error.ServiceUnknown" in a terminal in which you start kaffeine.
