I revived my Xubuntu 10.04 x86_64 (updated 86 packages) and saw that 
/var/cache/apt cache was empty afterwards. The update-manager version was 
1:0.134.11.
I then upgraded to Xubuntu 10.10 x86_64, cleared the cache and expected to have 
a number of updates. As it turns out the upgrade is to the current patch level. 
The update-manager version is 1:0.142,20. I will have to wait for an update to 
be able to say whether or not the cache is cleared.

I then did a clean install of the Xubuntu 10.10 amd64 desktop CD, with
install updates UNchecked. The update-manager version was 1:0.142.19. I
cleared the cache and applied the 155 or so updates. The cache was NOT
cleared, the update-manager version now is 1:0.142.20.

I also did a clean install of the Ubuntu 10.10 amd64 desktop CD, with
install updates UNchecked. The update-manager version was 1:0.142.19. I
cleared the cache and applied the 190 or so updates. The cache was NOT
cleared, the update-manager version now is 1:0.142.20.
