The "build number" has a misleading name and is more or less redundant and meaningless to end-users. It has a one-to-one equivalence with "milestone tags" like ooo310m19. (Each released upstream source version, like 3.1.1, is equivalent to a "milestone tag" and thus also "build number". Yes, three ways to say the same thing!)
The build number is the same regardless of what set of patches has been applied. On OOo builds in Linux distros you should tell what version numbers the package management uses.
