Ok so this is probably related to the crash I told you about. It happens that some "broken" mirrors made packagekit-backend-aptcc package crash while getting the update list so the last time updated value was not updated. The package was already fixed and is in maverick/proposed (don't have an ETA of when this will go to maverick/updates). If you want enable proposed and update the package this was we can see if this was related :D
