I can confirm there is a *Binutils* issue with building kernels on Maverick, which results in boot failures on (at least my) *32-bit* x86 laptop (not a Mac). The symptoms are different to those described here, but consistent. It suggests a miscompilation/mislinking.
When building on Maverick, I get a kernel which doesn't boot. When building on the same system, with the same kernel source and config, with just GCC downgraded to Lucid's version, boot fails in the same way. When Binutils is also downgraded, the kernel boots - and the symbol map is at last identical to the kernel I built before upgrading Lucid to Maverick. I mention this here because an earlier comment refers to Binutils.
