I meet this problem to in Maverick. As mentioned in https://bugs.launchpad.net/bugs/434208 by some users, a simple user should be able to use a scanner without having to sudo since this is a basic operation. On debian, there is a "scanner" group and libsane configure udev so that the scanner device belongs to that group. Why not do the same on Ubuntu ?
