I have a similar problem : Old Core 2 Duo system (one of the first Toshiba Core2 laptops), regularly upgraded (all the way from hardy to maverick at a minimum).
nm-applet does start (shows up in ps) but doesn't display anything in my "regular" account (the one I use regulrly to work an manage my system). Killing nm-applet and restarting it in a terminal window gives me : ** Message: applet now removed from the notification area and nothing NM-related shows in the notification aera (which shows keyboard, sound and mail notifications OK). Curiously, when opening a guest subsession or an old session created for another user, the old Network Manager icon appears and is functional (I can change network connections, verifiably) ... provided I kill first the nm-applet in my main session. In this main session, .xsession-errors gives me a lot of : ** (gnome-session:3426): DEBUG: GsmDBusClient: obj_path=/org/freedesktop/DBus in terface=org.freedesktop.DBus method=NameOwnerChanged ** (gnome-session:3426): DEBUG: GsmDBusClient: obj_path=/org/freedesktop/DBus in terface=org.freedesktop.DBus method=NameOwnerChanged ** (gnome-session:3426): DEBUG: GsmDBusClient: obj_path=/org/freedesktop/DBus in terface=org.freedesktop.DBus method=NameOwnerChanged ** (gnome-session:3426): DEBUG: GsmDBusClient: obj_path=/org/freedesktop/DBus in terface=org.freedesktop.DBus method=NameOwnerChanged .... but I can't tell if this is NM-related. This bug is quite annoying : NM is an important tool for mobile users (think VPNs...).
