Public bug reported:

Binary package hint: evolution
Evolution Calendar refuses to change the first day of the week, and
separate Sat/Sun view. I have gone to Edit -> Preferences and set the
first day of the week, and in the large view calendar in the center with
month view activated, it only shows Monday as the first day of the week,
and keeps Sat/Sun as a combination at the end of the week. This has
been discussed at: http://ubuntuforums.org/showthread.php?t=1593012
