Public bug reported:

Binary package hint: xfce4-battery-plugin

The stock applet is meant to go green/yellow/red, but on some themes
(for example, Dust) this does not occur. I believe this can be fixed
using a gtk style instead of directly setting the background for the
progressbar, but I'm not a developer and the hacky attempt I had at this
resulted in the applet not displaying at all.

As a result of this bug, the battery capacity bar is quite difficult to
interpret on dark themes, i.e. the aforementioned Dust.
