I've had similar problems for a while now with a laptop with ATI Radeon
Mobility 9700.

A few editions of Ubuntu ago, it worked fine.

For 9.10 and 10.04, and maybe an edition or two before that, it's worked
intermittently, in the following way:

- After booting, it resumes correctly I guess about 20% of the time.
- If the laptop resumes correctly once, it will then behave, suspending and 
resuming as many times as I like, until it is rebooted again.
- I know it's not going to resume correctly as soon as I press the power 
button, because the power/sleep light, which is flashing in sleep, continues to 
flash for a few seconds after pressing the button (which immediately re-powers 
the system, starting the fan and switching on the antenna light etc).  If it's 
going to resume correctly, the power/sleep light immediately lights steadily, 
rather than continuing to flash for a few seconds.

For 10.10, it's never yet resumed successfully at all.  That's the first
edition that's displayed any message.  When I get a message, it says:

pm_op(): pci_pm_resume+0x0/0xa0 returns -16
PM: Device 0000:00:00.0 failed to resume async: error -16

AMIBIOS Version A1003IG7 V5.50 08/12/04 EC Version 3.3 if it's any help.
