Thanks for reporting this bug and help to make ubuntu better.

That's because you save your session (System -> Preferences > Session).
You have to not save it and remove the saved one (~/.config/gnome-
session/saved-session)

That's an upstream issue in gnome-session (please report it to upstream
bugzilla), but not related to mutter. I had to patch the UNE session to
avoid such an issue, but it's more a hack than anything else and don't
want to generalize to the full desktop…
