I believe the whole purpose of the metapackage is to bind together the default installation of Ubuntu.
If you don't want everything that is installed by default, you can remove the package. It doesn't break anything. It's a good idea to have the package installed when doing a distribution upgrade, though, so for non-technically oriented people it's safer to keep it installed. It's fine if you just install it again for the duration of the upgrade, though. (This should probably be mentioned in the upgrading instructions if it isn't already.)
