I've noticed something simmilar on Kubuntu 10.04 with "evdev" driver and KHotkeys enabled on both KDE 4.4.x and 4.5.x. In my case there's blocking of up arrow key and sometimes shift signal stucks so I type only big letters and !...@#$%^... instead of numbers. Keyboard works properly and I've tested some keyboards PS/2 and USB and when I disable KHotkeys the problem disappears.
