Right that's because Synaptic was made only for apt/rpm, it opens (and
lock) your db and all changes that you do are resolved "instantly", but
this blocks automatic updates to take place it can be used by only one
user at time, and if it doesn't it could show you not updated values.

PackageKit has to be more general (to work with much more package
managing systems), and it's design only allows to verify conflics on the
fly, this has to be this way and can't be changed to Synaptics way,
otherwise it would block and would bring tons of problems.
