The reason Ubuntu Server doesn't come with a GUI is that it takes up large amounts of system resources, which could often be put to more effective use doing the jobs the server is there for. Furthermore, remote access is much more efficient, and often faster, when it's a command-line over SSH than when it's a full-fledged GUI. If you desire a GUI on Ubunt Server, it's a simple "sudo aptitude install" away - suggested packages are ubuntu-desktop, which gives you GNOME and a lot of other stuff; gnome, which give you, well, GNOME; or kde and/or it's associate, kubuntu-desktop if that's what you prefer.
