Quick update: I should mention that I do get 2 different fan speeds:
Constantly on but slow and a higher RPM speed. It doesn't seem to be
controlled by the kernel acpi modules but rather a hardware behavior,
platform independent.

My CPU right now is at 39C and the fan is in its "quiet" state (still
spinning but slower than the "top speed").

Because it is a brand new laptop the fan is quiet whether spinning fast
or slow, but you can definitely tell when the speed changes.
