Public bug reported:

When installing openchangeserver the openchange_provision and
openchange_newuser scripts won't get installed. They're available from
the source package, but apparently missing from the rules file. Creating
a new database without these scripts is impossible, thus rendering the
openchangeserver package unusable for most people.
