I have reproduced your issue; it appears that the mysql instance is not
started until after the bacula-director-mysql configuration step is
completed (which will obviously cause this step to fail)

If you allow the installation to complete and then re-configure bacula
after mysql has started you should be up and running using the following
command:

    dpkg-reconfigure bacula-director-mysql
