We hit this bug while trying to run some (commercial) software that requires 
libpng.so.3.
As the mentioned symlink is all this compatibility package contains in lucid, 
it effectively renders the whole package useless. Please fix ASAP.
It's probably a real trivial oneline fix - i guess it's just replacing
 /usr/lib/libpng12.so.0 /usr/lib/libpng.so.3
with
 /lib/libpng12.so.0 /usr/lib/libpng.so.3
in libpng3.links?
