i think this bug appears wherever Maverick Beta testers did early customization 
of packages in order to get the transitional solutions "indicator complete" etc 
working, as they were still in heavy development.
Now, the workaround that helped me, was to "sudo apt-get remove indicator-me*" 
and afterwards reinstall the "ubuntu-desktop" package with a "sudo apt-get 
install ubuntu-desktop".

my suggestion for a fix here is to remove all transitional indicator
applet solutions such as "indicator applet complete" with the next
update automagically, with a warning of course, that "apt will remove
the following packages".

on the long run, we need a way to set the panel configuration back to 
distribution default.
So much configurability, but no way to fall back to the default arrangement?
Add a "reset panel" item to the panel properties or the "add to panel" dialog..
