ScottK: It is my understanding that seeding applies to Ubuntu Desktop and Ubuntu Alternate. Other derivative distributions, spins and remixes generated from the archive have flexibility over the packages which they choose to ship.
In the case of Kubuntu, when I raised the topic with the Kubuntu Council, the intention was to wait until a tangible package was in the archives under a Libre licence before considering seeding.
