Could people affected by this bug please upgrade to the grub-common and grub-pc packages from this PPA:
https://launchpad.net/~cjwatson/+archive/ppa ... and try rebooting into Windows to see if that still makes GRUB unbootable? Hopefully it won't. If it still breaks, then there are two possibilities: 1) Nobody provided the information requested in comment 4 for whatever application is causing this on your system. 2) Somebody provided this information, but the signature is more complicated than I thought. 3) I screwed up somehow. In all those cases, please provide the information requested in comment 4, and I'll see what I can figure out.
