Clean Install of Lucid Server 10.04.1 from CD image using VMWare 3.1.1 install wizzard suffered from this issue (most noticeably the arrow keys were not functional. Re-running the sudo dpkg-reconfigure console-setup and selecting the Dell 101 key, keyboard and USA layout fixed the issue.
