I've found a workaround, at least in the downloaded situation. Hopefully it will work while streaming too.
If I begin playback of the file mentioned in comment #29 I get the issue. If I then seek forward or back using Totem's slider playback becomes normal and good. Further seeking back to the beginning or anywhere else is also followed by normal and good playback.
