The file browser that shows up to get certificates for WPA2 Enterprise
indeed starts at $HOME, and I am forced to agree with the design here:
most people don't know that /etc/ssl/certs exists, and this directory
may be different depending on the OS, so it makes sense to start at the
user's home directory.

That's without counting the fact that users will often receive
certificates like this for connecting to a secured wifi or VPN by email,
and likely not have access to put files in /etc/ssl/certs, so all the
more reason to keep this set for $HOME.

I'm setting this to Invalid on the premise that there is sufficient use
cases to justify leaving the setting as is. Moreover, if a change is
really warranted then it should instead be brought up upstream, such as
on the NetworkManager mailing list, for further discussion.
