Public bug reported: Bugs in Ubuntu LTS for non-security items (i.e. bugs that are not security bugs) are ignored.
For example, these two bugs: https://launchpad.net/ubuntu/+source/php-image-canvas/+bug/52726 https://bugs.launchpad.net/ubuntu/+source/apache2/+bug/55645 Both are reports on broken functionality in packages in the distribution, but both have fallen on deaf ears.
