That is exatly the point of this bug... the UNWANTED plugin takes precedence 
over USER DEFINED preference.... 
and further more, it does so every time you update acroread (every time 
acroread is updated, the plugin needs to be disabled manually)...

the correct bugfix in my opinion would be
1) acroread should ask on install whether one wishes to install the plugin
2) acroread should save and accept this setting when updating
