The same thing happens with the Netbook edition which is also at 10.04 still. Users report that wubi.exe downloads the full .iso, then checks it and when it detects the version mismatch, it starts downloading the same image again.
Correction could be to either release 10.04.1 in all supported releases or to change wubi.exe to be accept 10.04 to be valid for 10.04.1 (especially since wubi.exe is fully downloading 10.04). The workaround is to download the 10.04 version of wubi.exe (although this isn't available on the download mirrors in the 10.04 netbook edition download directory) or to burn the .iso to CD or USB.
