Csaba, please post additional information, such as the contents of
/var/log/syslog as you bring up eth0.200 using ifup (with eth0.200 set
in /etc/network/interfaces), or using ubuntu-bug to add all relevant
info automatically for network-manager.

My take on this is that ifup takes down eth0 for a fraction of a second
and sets it into a special mode (or brings it down altogether), but I
haven't seen your logs.
