In the Debian bug report, Robert Lemmen writes: this is correct, trickle always limits both up and down traffic to the configured value or the default (which is 10k). i'll try and add an "unlimited" mode which would be on by default, but that might take a while, in the meantime i suggest that you specify a very large value for the other direction.
