Isn't it a duplicate of bug 581925? I suppose that media is properly blanked (or rather there are a couple of sectors at the beginning of disc to be zeroed) but it cannot be detected afterwards.
Can you paste the output of /lib/udev/cdrom_id --debug /dev/sr0 with the "damaged" media inside. Is this happening only for DVD+RW or DVD-RW 13h (restricted overwrite)? If so please mark it as duplicate.
