Just wanted to mention that I reported this directly to http://trac.yorba.org/ticket/2530 before I was linked to this bug for the same problem.
I use a '+' in my password to Picasa Web Albums. I don't want to change my password right now to test it out. I can tell you that I use the same password for my Flickr account and successfully publish to web. When this gets fixed in another release I will test it and respond back. Hope this info helps in any way.
