I don't care much about power (I'm running a desktop) but I can tell you that I 
don't use the ATI proprietary drivers.
They are way worse than their equivalent xp ones both in features and 
performance.
Having said that, here you can find some suggestions on how to improve the 
power performance of your video card:

Another thing you can try is to reduce backlight. If you have a Toshiba
or IBM have a look at acpitool.

I doubt that anything else would justify an 100% increase in power
consumption.
