Are the bars actually offscreen, or are they mis-rendered (like in bug #572550)?
If they're offscreen then it should be possible to move the mouse up out of the visible area and open them. Given the resolutions of your monitors, if the smaller one has been detected as the primary output then the panels may indeed be offscreen. Because you've filed the bug from the failsafe session the logs attached don't seem to be applicable to your problem. To get more useful logs, could you please start a regular session, with the bars not visible, and run “apport-collect 629881” from a terminal? If you can't get at a terminal by using the menu bar, you should be able to hit Alt+F2 to bring up the “run” dialog, and run gnome-terminal from there. If you can't do that, you should be able to switch to VT1 (with Ctrl+Alt+F1), log in, and run “DISPLAY=:0 gnome-terminal” to run a terminal on your display.
