This doesn't sound like a bug in gnome-terminal - it is the SSH process that is "hung" (since it can no longer reach the server after the VPN has been disconnected). You should try closing the connection by using the SSH escape character, tilde, followed by a period i.e. after the VPN is disconnected, hit the following three keys: Return, ~, .
