found the reason for all this : 

I deleted old kernel from /boot and forgot to update-grub and to remove this 
kernel from packages . 
It seems that update-initramfs takes kernels list from packages and it was 
expecting to find old initrd in /boot 

Anyway , this is not a bug  - I would describe it as new feature request
for  update-initramfs to check the presence of required files first .
