I've already posted some links to pages detailing how to write a specification (are you looking at the launchpad page, or just leafing through your email?), if the form has you confused. If you want to discuss the issue on IRC, the people in #ubuntu on freenode would love to help you fill out a specification. Maybe I'm wrong. Maybe this actually is a bug. I think it's a bad default setting for sysklogd, but I don't know where it is in the syslog configuration. At any rate, you will need to find somebody to confirm it as a bug if you think it's a bug.
