It seems to me that I could accomplish all of the goals listed above if: a.) I could seed "grub-pc grub-pc/install_devices multiselect" with 'NONE' or some other indication of "don't worry about it". b.) I can fix grub-mkconfig on ec2 to not exit failure. grub-mkconfig is called from update-grub, and it calls grub-probe.
