I have a hard time understanding exactly what is unclear about my
description, so I'm somewhat at a loss how to improve it. Maybe steps to
reproduce might help:

0.  Starting assumption: English is the top language choice.
1.  Go to the Language Support configuration.
2.  Put Swedish as the first language choice.
3.  Press "Apply System-Wide".
4.  Put Swedish below the English choice. Now Swedish is the firsthand
    system choice while English is the firsthand choice for my user.
5.  Close the box.
6.  Log out and log back in.
7.  Notice how indicator applets with Swedish translations show
    Swedish. The volume applet is one example. This is wrong
    considering the state described in step 4. Notice also that the
    rest of the user environment correctly shows in English, including
    the About box for the indicator applet itself.
