I have the same problem.

I tried to install network-manager on Edgy some times ago and sometimes
the icon would appear in the tray, sometimes it wouldn't.

I recently installed Feisty Fawn on a different partition and the same
bug occurs. Just after the installation the icon was there, it would
scan wireless networks and I was able to configure my connection. Now,
most of the time, it doesn't appear anymore. I have to use the usual
network managing tool in System>Administration.

My laptop is an Acer Aspire 1525WLMi. It has an integrated wifi card
which can be used with ndiswrapper but I'm using a pcmcia wifi card, a
D-Link DWL-G650, which is supported by default in Edgy and Feisty.
